Given that we do not know the contents of the "Foundling" letter 
pinned to Harry's Blanket, that option might have been precluded. All 
we know is that there is SOME reason why the Howler made her do a 
180. That same threat might have been in the original "Take Him In 
[or else?]" letter and trying to foist him off on social services 
might have triggered whatever Petunia feared would occur if she 
ignored the Howler's Reminder.
