I think it is safe to assume the broom is from McG. In PS/SS she 
says, after introducing Harry to Wood, something like we'll need to 
get you a broom, a Nimbus 2000 would be about right. And when the 
owls deliver the broom the note attached is from McG. While it is 
never explicitly stated teh McG bought the broom, I would think that 
the perponderance of evidence supports the fact.
