The spell that was being originally cast may be being reinforced by nefarious means-Lockhart seems to slowly be regaining a bit of his memory; Bode's murder-yes, murder!-didn't occur until he started showing signs of improvement. Despite the Longbottoms' ordeal they likely would show some signs of improvement, even if only a little. The fact that Neville's mother appears to be trying to communicate in some way is suspicious considering that she's supposed to be so totally out-of-it she shouldn't even recognize him. Yet she does-and is consistent and steadfast in her attempts.

Why assume the repair spell isn't working? While sojourning in "asummtionville" it makes rather more sense to assume that the glasses are old , the Dursleys are tight with money-as we know-where Harry is concerned, and the frames are old and break a lot. The question is why doesn't he either take some of his money and buy new ones, or convert to regular money and buy a pair of quality Muggle glasses?
I'm not sure where the idea of spells "not being lasting" comes from. Is it a confusion with Dumbledore's remark that conjured items don't last, and that there must be spells based on actual raw material for them to form lasting substance? Think of the leprechaun gold-that is most definitely conjured, whereas the food at Hogwarts comes from real food made in the kitchens.
Regarding "spells" NOT lasting, it seems like Avada Kedavra is quite permanent.
