In my opinion, Hogwarts is for the more advanced training in magical arts, leading up to examination level, especiall as I also note there is little mention of further education beyond Hogwarts, except as on-the-job-training. Presumably there is some form of education provided, some other kinds of educational institutions as well as home tuition, where basic literacy and numeracy and even basic magic control are taught to all before they reach 11. Not all magic users develope their powers until later (Neville Longbottom, for one), so I would assume magic and squib are treated fairly equally uo to that point. This might also explain why it is a function of the Ministry to discipline Hogwarts students for use of magic during the holidays - they are only partially trained in advanced magics in areas without the proper protective hexes in place.
I'm suprised that Hermione hasn't made more comment on this subject, if only as a comparison between the Muggle/wizard world way of things.
