Or there for the power, willing to say whatever they need to say to get
that power, even if they don't really believe what they are saying.
Just being 'one of the gang' and 'accepted' is more important then the
goals of the group. Meaning that he might have turned spy BECAUSE he
lacked the belief in the group's goals and felt he didn't really have
friends or acceptance, but was just being used.

Or even spotted and recruited by LV (or a trusted recruiter) as someone who had little conviction or qualms *either* way, but who could be tempted by power, or bribed by the offer of ,say, an excellent potions research facility? I don't think Snape has a great deal of respect or sympathy for anyone or any group, but that makes him misanthropic, not racist.
As far as being one of an inner circle without having racist leanings, Tom Riddle was a 'mudblood' who hated muggles more than anything else, but he encouraged his DE's to despise and attack halfbloods and muggleborn because this was the preconditioned mindset of many of the 'pure bloods', which made them easier to control. So, whilst he was/is a racist, his leanings are not exactly what he proffesses. As long as he got what he wanted and had some other kind of leverage on them, I don't think he would call for little more than lip service to the DE ideology from his inner circle.
I don't think the inner circle was chosen for their ideology, but because they stood out from the mass in some way (inventive torturers/fear creators, high level Ministerial manipulation, magic research & development, etc.) and by how useful they could be to Voldermort. They all had a price, he offered it, and then kept them in check with a carrot-and-stick routine.
