Umbridge, dementors, spy in Order?

Maybe she thinks the Ministry are the only ones watching the house and
the Cauldron thing is really a coincidence. (not likely with JK, but
still possible.) With the way Figgy talks about Mundungus, she isn't
particularly surprised that he has gone off, and that is why she has
put Mr Tibbles on the case. So he is likely to skiv off his duties
often, and she was prepared for that, just that things don't generally
happen when he does. 

I think Umbridge is on her own agenda, not for the Order and not for
Voldermort, for Herself certainly, and probably for Fudge, although
someone made a good point about her wanting Fudge's job and this is
fairly likely with as power hungry as she is. My question here is, is
she out of the picture now? How "recovered" is she?  and does she now
have a Life Debt to Dumbledore that will prove to be useful later? 

I'm not at present inclined to believe there is a spy in the order, of
the ones we know except for maybe Mundungus, but I don't think he'd be
in cahoots with the Ministry.
