Umbridge, dementors, spy in Order?

Now me:

I'll try a defense of Percy.  Yes, he seems like an ideal candidate:
access to the Order through his family, access to Umbridge through his
job, cauldron expertise.  Not to mention his obviously
anti-Harry/Dumbledore/Order actions throughout OoP.  But I'm looking
more at what he didn't do.  He knows perfectly well that his father
and mother are working with Dumbledore.  Throughout OoP, Fudge was
desperate to track down Dumbledore's forces, and in all likelihood
would have rewarded Percy highly for that information.

However, Percy remained silent.  He didn't sell out his family.  He
didn't endanger the Order.  He passed up certain praise from the
Minister of Magic himself.  Which tells me that Percy, despite
everything he has said and done, still has morals.  Based on this, I
think, given the choice of advancement at the possible cost of Harry's
life and the Order's safety, Percy would say no.
