Umbridge, dementors, spy in Order?

This isn't exactly on-topic for this discussion, but what they
hey.....I'm only on my second reading of OOtP (yes, I'm slow), so I
could have very well forgotten this if it was mentioned, but do we
ever get a *good* reason why Umbridge set the Dementor's after
Harry? I supposed it was just to further discredit him, like the MoM
and Daily Prophet had been doing all summer, but this seems like a
really lame reason. Did I miss something?
