My impression has always been that Hogwarts tuition is free, to all who are called by the quill.

My problem is that as of book 6, the Weasley's will only have 2 minor children. The older brothers all have jobs. The fact that the 
Weasleys are poor always seemed to be because they had so many children. A government job should easily support 2 children though, 
so I will be rather annoyed if the Weasley's are still as poor in the next book. I also think Bill, CHarlie, and probly even Percy grew up for quite a while living in a financially comfortable family.

Also IMHO the Weasley's have never seemed poor they have had to budget for books and clothes but so do a lot of others who would not call themselves poor. They have plenty of food, but I find the question of where they get it from more interesting as there is no food-mart in Diagon-alley.
