I assumed Gred and Forge were just referring to the fact that they
couldn't see where they were landing once they apparated into Ron and
Harry's room because it was dark in the room. Alternatively, knowing
Gred and Forge as we do, it's possible that they planned all along to
land on Ron's knees and used this as a lame excuse.

Since he's a Legimens himself, it's possible that Dumbledore
suspected Umbridge and was able to probe her mind at the hearing to
discover that she was the one who had sent the Dementors to Little
Winging. Or it's possible that Dumbledore suspected corruption
within the Ministry and guessed that someone within the Ministry had
sent the Dementors. Another alternative is that Dumbledore was just
enumerating all potential scenarios under varying assumptions.
Since OoP tells us that Dumbledore and the Order knew more about what
Voldemort was up to than Voldemort suspected, it's possible that
Dumbledore knew that Voldemort had not sent the Dementors, which left
someone inside the Ministry as the most likely suspect.
