I think Petunia is the strongest candidate for the person who uses 
magic late in life.  

I've also been thinking that maybe Lily's and Petunia's parents were 
squibs, or at least one of them.  That would explain why they were 
so excited when Lily got her letter to Hogwarts, and could explain 
how Petunia knows more than the average muggle.  Would the daughter 
of squibs be considered a *mudblood*?  What if there were more than 
one generation of squibs before Lily and Petunia were born?
