Sorry I can't find the exact page, but later in OotP, the room with the dais and 
the veil was referred to as the "Death Room."  In the pagan or Wicccan 
tradition, the door or veil between the worlds of the living and the dead is 
open at specific times during the Wheel of the Year.  The veil is open the 
widest on Hallowmas or Halloween, "hallowed evening."  The traditional 
Celtic name for this time is Samhain (pronounced SOW-en, "sow" rhymes with 
"cow").  This is the time when the dead return to visit, feast, and tell us what 
they see from their perspectives.

I think the reason Luin struggled so hard to keep Harry away from the veil was 
to keep Harry alive.  Once people cross over to the other side of the veil, they 
are dead -- no coming back.  Lupin understood what the veil means, and 
that's why he could be so definite Sirius would not be back.  There's no such 
thing as reaching behind the veil to pull someone back to the world of the 
living.
