Well, you certianly have a valid point. How do you capture a prisoner
when the prisoner can vanish in the blink of an eye? As someone
already pointed out, Dumbledore used an anti-apparation jinx to hold
the DE's in the Death Chamber (room with the arch and veil).
Let's look at the fight between Voldemort and Dumbledore in the Atrium
of the Ministry of Magic. They are apparating all over the place to
get away from each other, and they seem to be able to do it very
easily. The twins come and go with a loud crack, but Dumbledore
apparates so easily, the sound he makes is hardly more than the swish
of a cloak. So, from this example of LV vs AD, we see that fighting
and capturing someone who can apparate is very difficult indeed.
But, I think there are some drawback. Mostly, I think few wizards can
apparate with the ease that Voldemort and Dumbledore do. We know that
apparation is difficult and dangerous, and a reasonable conclusion
from that is that it takes a certain amount of concentration and
focus; two things that are hard to come by in the heat of battle. So,
I think it is difficult for most wizard to summon that level of
concentration when they are under that much pressure. For most of
them, to pause, clear your mind, assemble all the parameter necessary,
and apparate means a lapse in concentration on the battle that for a
second or two leaves them very vulnerable.
Dumbledore was able to catch the DE's and put them in a
anti-apparation charm, before they had time to clear their head and act.
I will say again, in closing, that you are right on the money in
thinking that fighting and capturing a person who can apparate is a
very difficult and dangerous thing to do.
