Well, JKR creates her own world, so she can construct it anyway she
wants to, but she does seem to draw on existing mythology. So, I
speculate that they are separate sub-species of the much larger
species of elf-like creatures.
Dobby and the house-elves are model after brownies which are close to
the size, shape, and nature that they are discribed in HP books.
There are other fairytale species of elves that are very small, along
the lines of pixies and fairies.
The one characteristic of most elves is that they are relatively cute
in appearance although their actions are not always nice and benevolent.
Goblins on the other hand are "...grotesque, elfin creature of
folklore". In other words, goblin are ugly, and they tend to be
protrayed a more malevolent (nasty) than elves.
So, I think they are a related species, but I don't they one directly
evolved from the other.
Just a thought.
