I think people tend to look at the Phoenix as too specific and 
literal of a parallel to the Order.  

I don't think being reborn is a specific reference to the fact that 
the Order has now been reborn a second time.  I think that the 
Phoenix is meant to be a symbol of resiliency and strength.  Meaning, 
that the group is undying.  Whatever happens they will recover and 
deal with it, they can come back from defeat, they will not and 
cannot die as long as they stand together and fight for what's 
right.  

While the Order may seem like a ragtag bunch of wizarding misfits 
they are extaordinarily powerful.  Likewise a phoenix may not seem 
like much more than a pretty bird to the untrained eye, and is also 
incredibly powerful.  

In regard to the Order in its second existence, as a result of the 
resiliency, this group will live on as long as there are members 
loyal to DD and his cause, which is to say that it can be reborn 
whenever it is necessary.  

On an aside, I just don't see DD naming something after himself
(i.e. 
DD's Army, Order of DD), it's just not his personality.  He
is not 
that self-important.
