I don't think that's the meaning. If we are to trust translations, the
Spanish title "La orden del Fnix" can't mean order as in the opposite of
chaos, because, though it's the same word, the article gender for that
meaning is masculine, not feminine, so it would be "El orden del fnix".

So, considering the German, Dutch and Spanish titles, i think Order means
either fraternal organization or honor society. I personally think it's the
first one.
