Actually, it's totally genuine, as any reader of the-leaky-cauldron.org knows, even without listening to it. We have a few comments from Random House and Scholastic on the site, noting that it's real - it's just that the particular section wasn't preapproved by jkr or the publishers.

I didn't actually hear the clip, but methinks anyone with the right
voice can wheedle the ends of their sentences, thus the "Jim Dale"
audio clip. I mean, this is what, an AOL chat board? Phonies run
rampant on those things.
