I'd have to chime in against this theory as well, but not for any
in-story proof. It's more of a writing issue. The time turner has
already been used as a major plot device in PoA, and I suspect that
our favorite author found out how hard it is to use such an
overwhelmingly powerful device such as the time turner in the story
line without completely wrecking it. After all, right at the point
where Hermione revealed the turner to Harry he could have suggested
that they crank that thing around a few thousand times to get back to
when Sirius decided to make Peter the Potter's secret keeper and
convince him to not do it.
My theory is that we will not see the time turner again in the HP
series - it would be far too easy to wreck the story line beyond
repair (think of all of the story line inconsistencies in the Trek
universe due to timeline manipulation).
