Veil/Draco/Neville/Ministry

I apologize if anyone has made these points/questions already, but it 
seems as if new messages are popping up at the same rate that I'm 
reading them.

1. Neville's plant: Does anyone else think that this Mimbulus 
mimbletonia plant is critical to Neville creating a cure to his 
parents' insanity?  It makes sense that Neville has always been good 
at Herbology because he wants to find a cure and Herbology is one of 
the subjects (with Potions as the other) he would need to concentrate 
on.

2. Veil: When Harry and some of the others get near the veil they can 
hear voices.  What if there get closer still?  Can they talk to 
individuals behind the veil?  Is this a way that Siruis can "return" 
somewhat in the next 2 books?

3. Head Boy: Has anyone consider Draco as head boy?  No one said head 
boys can't be evil, and Draco is as much a leader as anyone in his 
class (Harry will probably be too busy fighting Voldemort to also do 
all the head boy duties.)

4. Sirius at Ministry of Magic: When Arthur Weasley and others go to 
work each day at MoM, do they apparate to the entrance then use the 
phone booth to get in, or do they apparate to inside the MoM?  If 
it's the latter, then it would solve some of the problems of how 
Sirius got into MoM without detection.
