Isn't that the entire reason Mr. Weasley doesn't advance at MOM -- 
that he doesn't discriminate against Muggles, and will even (gulp) 
talk to them?  "Fudge thinks Arthur lacks proper wizarding pride," 
said Mrs. Weasley (paraphrase, GoF).  I would imagine that marrying 
or even dating a Muggle-born or mudblood would put the squash on 
Percy's career ambitions straightaway.
