OOP: Snape and Dumbledore

Why has Snape been consistantly denied the DADA position by 
Dumbledore? When Umbridge was assessing Snape she said he applied for 
the position every year since he started teaching at Hogwarts (16 
years?). 

If Dumbledore trusts Snape so much why is this a big issue? Esp. 
since DD has such a hard time finding a new DADA teacher each year. 
Looks like it isn't only Harry that Dumbledore keeps secrets from.
