Me: 
I had always thought the the Put-Outer was a necessary tool because 
it was not strictly a magical task. Electricity (and therefore 
truning out the street lamps) may require some sort of bridging 
between magic and muggle technology. Volia. The put-outer. The other 
tasks you are talking about such as lumos and a lighted wand tip 
actually replace the muggle technology, so no insturment besides the 
wand is needed.
