Well, I don't know about that. Sirius talks about James' parents with
fondness and affection and also graditude. He says they took him in
and treated him like their own son. And even when he moved out, he
was always invited for Sunday dinner...(mother STILL reading book, so
still not available for exact quotes, sorry!). That doesn't sound
like a family that is disinterested and unengaged. It sounds like a
family that is close and caring...caring enough to take in their
son's best friend at any rate.

James' parents being so caring and doting could be the reason that James was the way he was. Look at the Dursleys (yes, yes, not the perfect example I know). Petunia and Vernon have spent all of Dudley's life doting on him, giving him everything he wants, allowing him to do anything he wishes. And look at Dudley! He is a rotten, spoiled child.
Now I don't know how far James' bullying went, but even with loving, caring parents, he could nasty kid. It's easy to think you're better than everyone else and that you can do anything you want when you've been given everything you've ever wanted. Add the fact that James was absolutely brilliant and athletic to loving parents willing to do anything for him and it's easy (at least for me) to see how he could be so cocky and arrogant that he went around hexing anyone who annoyed him.
