I thought the blood bond thing provided protection for Harry while he 
was at the Dursleys?  (Not necessarily when he's away though at 
Hogwarts there's Dumbledore?)  That's why Dumbledore sent Harry to 
the Dursleys to live for ten years because he would be automatically 
protected there without having to defend himself (against Lord V).  
Harry might (we don't know for sure) be vulnerable away from that 
home.

Unless there is also provision for persons of the same blood not 
being able to hurt Harry at all (we don't know about this either), 
then Lord V and Harry's blood bond doesn't really count unless Harry 
makes his home with him or something.
