I agree that Hermione didn't develop in this book, but she did do a
lot of growing up in GoF. Girls tend to develop emontionally earlier
than boys anyway.
I feel that Hermione was revealed (in this book) as being the most
grounded and emotionally stable of the three friends. She was able to
help Harry in his confusion over Cho, help Ron with feelings of
inadequacy over Quidditch, and more importantly calm Harry down when
his built up anger got the better of him. This takes a lot of
maturity, empathy and understanding. It was interesting to see
Hermione become more aware of the boys feelings, she did tend to be
rather, er, blunt in previous books. I think Hermione as we see her
now will continue to the end of the series.
