There are quite a few references to adult wizards not vocalising 
spells. McGonnagal conjuring sandwiches out of thin air, Dumbledore 
giving a wave of his wand and packing up all the tables in the great 
hall and replacing them with squashy purple sleeping bags, Kingsley 
(i think it was) modifying Cho's friend's memory in Dumbledore's 
office after she had gone and dobbed to Umbridge.  

Perhaps its like when children are learning to read  - they need to 
articulate and 'hear' themselves say the words they are reading in 
order to comprehend them ... perhaps young wizards have to vocalise a 
spell in order to focus their energy and concentration to the point 
they can successfully make a pineapple tap dance or whatever it is 
they are trying to do.
