I must agree with you about Percy and power. If it's not power
specifically he craves, it is definitely success, which he defines by
how high he can rise in the ranks of the MoM. It must have been
frustrating for him to take his job so seriously and go home every day
only to be ridiculed by his siblings. He is a conservative family
member of a family that is quite liberal. He kind of reminds me of
Alex Keaton from "Family Ties" - always wanting to impress those with
authority, loves to be official, puntual, responsible, bureacratic.
It is his way of responding to what he doesn't like about his family.
I am not in any way blaming Percy's family for what happened. I think
Percy has handled things very badly. However, I don't think he is
evil, either. I don't think he is under Imperius, or secretly
training to be a DE. I also don't think he's a spy for Dumbledore. I
really just think Percy thinks that he is valued at the MoM and
because he admires government bureaucrats like Fudge, he'll go to
great lengths to impress them. He doesn't have to support what his
parents do, but he should respect them more instead of behaving so
badly (really, not visiting his father in the hospital was
inexcusable). Maybe they should respect him more, too.
I wouldn't even be surprised if he is reluctant to apologize to his
family in book 6. He has a lot of pride, as his brothers and sister
do; it will hard for him to admit he has done anything wrong,
especially as Percy may truly believe he has done the right thing.
