I dunno, since Crouch, Sr. used the U-Curses... But it might be a
measure of how much hatred a person has.  Harry is not naturally a
hateful person, so he may not "have it in him".

BTW, did anyone else find it interesting that Dumbledore still calls
him "Tom"?
