Me:
Originally he bought it from Ollivander.  When Harry first buys his
wand, Ollivander says "I remember every wand I've ever sold," and
proceeds to tell him about his wand's "brother," which belongs to LV,
strongly implying that Ollivander sold Tom Riddle the other Fawkes wand.

Me:
Good question.  This has been speculated on quite a lot.  I find the
Wormtail theory plausible, though in my heart I think it's just a
loose end.  Anyway I'm quite sure there is info on this available at
the site; try following some of the links in the VFAQ, and/or
"Fantastic Posts and Where to Find Them."  The search function mostly
concentrates on more recent posts, and this was more of a GoF puzzle.
