I think Batchevra is on the right track, but more than just Head's
portraits, it seems that every hall in the castle is lined with
portraits, and as you pointed out, the characters in the portraits can
move from picture to picture and interact with each other. In GoF,
Violet, whose portrait is in the chamber off of the Great Hall, rushes
up to the Fat Lady and tells her what happened to Harry (he's in the
tournement and not in trouble).

And as long as we are on the topic of the Fat Lady, Harry (and Ron &
Hermione) can't get into or out of the Gryffindor common room without
passing her. So, anytime Harry and/or friends go out on a night time
adventure, the Fat Lady knows about it, and that means Dumbledore
knows about it. I seriously doubt that there is any place in the
castle where a student could truly get any privacy. Even if you found
a room, like Moaning Myrtle's bathroom, that didn't have any
portraits, portraits would still see you coming and going from the
bathroom.

We've know this all along, I'm surprise that it took me (we?) this
long to figure it out. 

Also, I've had thoughts of Dumbledore sitting in his office using a
crystal ball for remote viewing. Certainly no canon to back that up,
but it is, none the less, one of my many late night visions.

Just a thought.
