Actually, as for Hagrid making a pig's tail sprout from Dudley's bottom, he was trying to turn him into a pig so he wasn't really successful at that.

"Shoudn'ta lost me temper," he said ruefully, "but it didn't work anyway. Meant ter turn him into a pig, but I suppose he was so much like a pig anyway that there wasn't much left ter do."
Hmmm, I guess one could surmise that whether or not it was successful depends on how you read that text. I think that Post-pig-tail Dudley, he is not entirely pig like so Hagrid's spell only worked partially.
