I wonder if the Dementors aren't more along the lines of the Nazgul 
from Lord of the Rings, where they were offered power and took it 
without questioning it, and the payment they received was to be 
forever bound to one lord.

I don't have any of my books handy, but is it mentioned anywhere 
when the first Dementor was sighted? Perhaps they were creations of 
Salazar Slytherin, and since Voldemort (Tom Riddle) is the heir of 
Slytherin that is why they respond to his call. 

Once again, just a theory. :)
