It doesn't say that...  All it says is that Moody never killed *if he could
help it*.  Sirius says "I'll say this for Moody, though, he never killed if
he could help it.  Always brought people in alive where pssible.  He was
tough, but he never descended to the level of the Death Eaters."  (GOF, pg
532, US)

I read this to mean that he didn't *like* using an unforgiveable curse, but
did use them when necessary.
