Why were the kids in Grimmauld Place? (was: Am I the only one)

I think that's what we're supposed to think. But, I also think that 
it's a necessary plot device. Okay, all the Weasleys and Hermione are 
potential targets, but, what's to stop a frustrated DE from blowing 
the Grangers to bits?  If you can't get to those closest to Harry, 
why not target those people's families?  And, does this mean that 
none of the other people in the Order have spouses or families that 
might also be targets?  

I think this is one of those things that works just fine to advance 
the plot on the surface, but that leaves some ends dangling if you 
obsess too much over it.
