Mark Evans and Lily's Charm

I was wondering about the charm Lily supposedly placed on Harry and 
how this may tie into Mr. Mark Evans. Could it be that part of the 
charm may have required Lily to "name" a relative, almost like 
assigning guardianship in a will? Could it be that Lily did not know 
of any other relatives so named Petunia (or thought of her sister 
simply in haste), thus leaving DD with no other choice but to place 
Harry there?

If this is the case, it could be implied that DD may actually know
of other relatives (i.e., Mark Evans' family) but did not mention 
them because of Harry's safety? Given how unhappy Harry is at the
Dursley's, if he knew he had other relatives, he might assume that
the protection would extend to them, thus motivating him to run away
and, consequently, breaking the protecting charm.

As Geoff (?) stated in a previous post, DD is wise but not 
omniscient. However, given that he often is the "voice" of JKR, he 
does have knowledge that the readers do not have, thus 
being "writerscient." I continually remain curious about what all DD 
knows and does not say.
