It wasn't the being able to handle it that was the problem...it was getting it off the shelf.  Handling the prophecy once it was off the shelf was not a problem.  The wizards of the DoM had put wards/charms on it to keep anyone but those named in it from removing it from the shelf.  That's why LV lured Harry there...to take it off the shelf.  Once it was removed, his DE's were there to take it to him(LV).  Once it was off the shelf, the DE's could handle it safely although it did not concern them.  The prophecy and the books are about Harry not Neville...although Neville will play a big part, of that I have no doubt, but he will not be the one to defeat Voldy.
