But remember, the aurors were after the DE's before LV fell. If the
mark is always visible, DE's could have been rounded up much
easier. Since it appears that the mark does actually hurt when LV
is calling his followers, it may be that the mark appears only when
he is calling them and fades over time....like a nonmagical injury
in a way.
I think it was unusual for the mark to behave as it did in OoP prior
to the actual summoning. Not only that it hadn't burned since his
downfall, but that it was appearing over a long period of time.
