Might I present a theory:
Behind the Veil is the place where Members of the Werewolf Society
transform. Lupin is a member so he knows the secret. Any normal human
inside would, of course, be killed during Full Moon.
To protect the secret, only the Members can open the way out. Every
member, how ever, is under a pact not to reveal that secret to anyone.
Lupin knows perfectly that he'll be able to protect Sirius
(considering he's animagus and can hang around with werewolves -
that's what they did since fifth year, after all).
Ok then, Lupin could get Sirius out. Why would HE, then, be worried?
(I think Lupin is going to keep Sirius there until Sirius is cleared
of all charges, and only visit him from time to time, though).
