I've always held the opinion that Ron's wand could have been repaired,
but Ron, much like Harry, was to independant, stubborn, and
mule-headed to ask for help. 

I think if he had asked McGonagall or Flitwick for help, they may have
been able to do better than a big wad of Spellotape.

As far as Hagrid's wand, we have a big difference, Hagrid's wand was
snapped as part of a governmental decree, as a result of keeping a
dangerous creature in the castle. Ron's on the other hand, simply
broke. Hagrid is not allowed to use his wand, and in my opinion, is
very lucky to even be allowed to keep the pieces. Ron, however, is not
only allowed to have a wand, but is require to have a functioning wand
for his school work.

Also, we know that Hagrid wand is in his umbrella (reasonable
assumption), how do we know that it hasn't been repaired?

Also, I've always believed Ron could have gotten some help fixing up
the horrible red velvet laced dress robe, but once again, he is such a
BOY, and never bothers to seek out a solution. Much preferring to sulk
and leave it until the last minute. Boys ...humph!
