I explain it thusly.
As soon as Voldemort showed up "eleven years ago" things probably
began to feel different and uneasy around the place.
One could not put a finger on it just yet for the source of it wasn't
identified, but something sure was odd.
Looking back in hindsight, Dumbledore can say "there's been precious
little to celebrate for the last eleven years" and imply just what
I've stated above. The bad atmosphere, the growing unease with this
new political movement, and the war that ensues all form a basis
for "little to celebrate".
