I suppose Dumbledore's decision could be explained by the protection 
we learned Harry could have at Privet Drive, a protection he could 
have had nowhere else, not with Sirius or with Dumbledore himself.

I don't have the books with me and I can't check, but I think Sirius 
went after Peter immediately after finding out about the Potters 
deaths. He gave his motorcycle to Hagrid so he could take Harry away, 
this shows Sirius *knew* Harry was being taken away and wasn't 
opposed to it (maybe because he knew Harry would be safer at the 
Dursleys). In a way he gave his agreement as Harry's godfather.

And considering Sirius' temper, I think he would have gone after 
Peter with or without Harry.
