I agree that it is quite possible that Dumbledore and/or Snape might
have suspected Harry of having this power. However, choosing that
particular time and place to out it, would, under the circumstances,
be unwise and unkind to Harry. It is not a very Dumbledore-esque
thing to do, causing Harry to be even more ostracized.
I think that Snape suggesting Draco conjure the snake was more to
show Slytherins superiority (he knew Lockhart wouldn't be able to get
rid of it and that he, Snape, would have to come to the rescue) and
that, if he had any suspicions about Harry and parseltounge, he had
momentarily forgotten them. I am sure that the incident will have
stirred his memory! However, I can't see them purposfully choosing
that time, at least not if Dumbledore was involved.
