Did anyone else even see Harry use Cruciatus on Bellatrix? I know
Fudge and a bunch of others appeared during/after the battle between
Dumbledore, but I believe there was a lack of witnesses to Harry
using an unforgiveable curse. I just don't think Bellatrix is going
to walk into Auror HQ and try to press charges.

trained wizard or witch outside of the magical controls set up at
Hogwarts could start some magic that was too powerful for them to
control. This could allow Muggles to find out about magic or
someone could be hurt or killed by accident.
Mike:
I doubt it's about the 11 year olds trying out a spell or two
from "The Standard Book of Spells Grade 1" when they first get their
wand before school. I'd say it's more like a 4th year who thinks it
would be cool to try out that new dueling technique they learned in
6th year DADA or whatnot.
