I don't think anyone saw him do it other than Bellatrix, but who saw
him cast the patronus at the beginning of the book?  Dudley was there
but his eyes were closed, so he technically didn't see it.  Also there
were no magical people there when Dobby floated the pudding, yet he
got the notice in minutes.  Maybe they are only watched while at home?
