I'm not going to consider the question of whether the job is really
jinxed, but doesn't Percy tell Harry about the jinx *rumor* in SS/PS?
If so, the rumor precedes Harry's entrance to Hogwarts. It appears
that Quirrell was teaching DADA before he went on leave for a year
(and came back as the servant of Voldemort), but what happened to the
person who taught DADA while Quirrell was away? Maybe that person
suffered some horrible fate, which started the rumor. If that teacher
were still alive and healthy, surely Dumbledore would have hired him
or her instead of Lockhart to replace Quirrell.
