I like your reasoning and agree that we'll be seeing Miss Fawcett in
Book 6, but I think there's only one of her. The girl in the
rosebushes in GoF is a Ravenclaw (adventurously kissing a Hufflepuff boy):
"Ten points from Ravenclaw, Fawcett!" Snape snarled as a girl ran past
him. "And ten points from Hufflepuff, too, Stebbins!" (GoF 426).
This is almost certainly the same girl who tried to overstep the age
line and earned a beard for doing so. I'm guessing she's the same girl
who got a nosebleed in the duel scene in CoS (mentioned by another
poster to this thread), though her house isn't mentioned there so we
don't know for sure.
This girl could be the same age as Harry (Gryffindor and Ravenclaw
don't have any classes together in Harry's year, which would explain
why we haven't seen much of her), but since she's not in the Sorting
Hat scene in SS/PS, I'm guessing she's in a different year. (True, the
Sorting Hat scene jumps from Bulstrode to Finch-Fletchley, but I don't
think she'd have been omitted if she were going to play a role later.)
She appears first in CoS, so she has to be at least Ginny's age, and
she was too young to cross the age line, so she can't be more than a
few months older than Fred and George. If she's going to be appear in
Book 6, she's probably a year younger than the twins, which would make
her a seventh year in Book 6 (a year ahead of Harry).
I don't think Miss Fawcett will be a love interest for Harry (though
she'd be a lot more fun than Cho), but she sounds like just the person
to switch houses in Book 6 (Ravenclaw to Gryffindor). I, for one, am
curious about her. Too bad Harry isn't!
