Chp 10, PoA:

McGonagall:  "James Potter told Dumbledore that Black would die 
rather than tell where they were, that Black was planning to go into 
hiding himself."

I don't remember any quotes about Sirius wanting to act as bait - 
besides, he had a full week to do it in after the the Charm was cast, 
and he was still safe enough to go running around the countryside 
checking on Peter's safety.  Had he been bait, it would have been 
pretty stupid to run straight to the real Secret Keeper.
