They are definitely "Separate creatures unto themselves", at the end
of GoF Dumbledore mentions that allying with them may not have been
the best of choices for the wizarding world, because Voldemort could
(did!) corrupt them by promising them power.  Any more than that I
don't think that we've been given any information.
