Ceridwen:
The WW is different than our own world in quite a few ways.  Could a 
godparent in the WW be synonymous with a guardian?  If so, then in the 
WW, Sirius could legally give his permission for Harry to go to 
Hogsmeade, while in the Muggle world, he would not have the same status 
as the Dursleys.
