I didn't get that at first either. But, it wasn't the "necklace" Draco 
wanted DD to have, it was the curse on the necklace that he was 
sending. And look how powerful the curse was! Katy was very sick just 
from a slight touch. If DD had opened the package and taken the 
necklace in his hand...Well, things would have gone belly up a lot 
sooner.
